SUMMARY:Changes in Federal Approaches to Cannabis: Process and Impact
DESCRIPTION:In 1971\, marijuana was designated as a Schedule I drug\, meaning that it “has a high potential for abuse\, no currently accepted medical use in treatment\, and a lack of accepted safety for use under medical supervision”. After decades-long efforts\, President Biden announced in October 2022 that he instructed “the Secretary of Health and Human Services and the Attorney General to initiate the administrative process to review how marijuana is scheduled under federal law.” In January 2023\, the FDA stated that a new regulatory pathway for CBD is needed that balances individuals’ desire for access to CBD products with the regulatory oversight needed to manage risks. Although these actions suggest that the federal government is shifting its approach to cannabis\, the mechanics of the scheduling review and the implications of such shift are not well understood. \nPlease join the Drug Enforcement and Policy Center for a two-part event to discuss the process and implications of marijuana scheduling review. A panel of experts will discuss the role of other federal agencies in the scheduling review process and the legal implications of marijuana’s status as a controlled substance and the potential impact of rescheduling marijuana or descheduling it entirely. DESCRIPTION:  \nSince the proposed adult-use regulations’ public comment period closed back in mid-February\, New York’s cannabis regulators have been diligently reviewing feedback and updating the regulations. They released the revised adult-use cannabis regulations at the last meeting of the Cannabis Control Board\, which was held on May 11\, 2023. \nWhile the revised regulations will be subject to another 45-day public comment period\, we do not anticipate any major revisions. SUMMARY:Social Equity Up Front: A Progress Report on Cannabis Regulation from New York Officials
DESCRIPTION:When the Marijuana Regulation and Tax Act became law in New York State in 2021\, it set forth a comprehensive regulatory approach to medical and adult-use cannabis for the state. It notably prioritized the greatest possible participation by communities most impacted by prohibition alongside other provisions to advance social justice\, public health and safety\, and economic development. \nOn December 29\, 2022\, the first retail dispensary was officially opened by a non-profit social enterprise\, Housing Works—one of eight qualifying non-profits to receive the first dispensary licenses. Another 28 dispensary licenses were issued to “justice-involved” individuals\, with more to be issued in the coming year\, giving people affected by racially disparate cannabis-related convictions in New York State the first opportunity to establish businesses in the emerging market. \nThis panel discussion will explore how it is all going and lessons that can be learned by other jurisdictions considering cannabis reforms that place social justice as a top priority. \nSpeakers:\nChris Alexander\, Dasheeda Dawson\, Kassandra Frederique\, and Matt Wilson
